Article 45. The Organization shall prepare a business manual prior to the commencement of business and shall obtain approval for it from the Minister of Transport. In the case the Organization intends to alter the said manual, the same shall apply.
2. Matters to be described in the business manual shall be provided for by Ordinances of the Ministry of Transport.
SUBSECTION 5. FINANCE AND ACCOUNTING
(Fiscal Year)
Article 46. The fiscal year of the Organization shall begin on the 1st of April each year and end on the 31st of March of the following year.
(Approval of Budget, etc.)
Article 47. The Organization shall prepare its budget, business program and financial schedule and obtain approval from the Minister of Transport prior to the commencement of the relevant fiscal year.
(Financial Statements)
Article 48. The Organization shall prepare its inventory of property, balance sheet and statement of profit and loss (hereinafter referred to as “financial statements”) each year and submit them to the Minister of Transport within 3 months from the completion of the relevant Fiscal year, to obtain approval from the Minister of Transport.
2. The Organization shall, when submitting the financial statements to the Minister of Transport under the provisions of the preceding paragraph, append the business report of the relevant fiscal year and the balance sheet corresponding to the budget, together with the written opinion of the auditor concerning said statements of accounts.
(Forwarding of Documents to Investor)
Article 49. The Organization shall, when it has obtained approval under Article 47 (Approval of Budget, etc.) or approval under paragraph 1 of the preceding Article, send the budget, business program and financial schedule or balance sheet so approved to the local public body which has invested in the Organization.
